Your Management Layer Is Floating

Your Management Layer Is Floating

Your managers are working flat out. Long hours, full meetings, constant emails. And yet the numbers are not where they should be, strategic priorities set at the start of the quarter are sitting untouched, and escalations keep landing on desks they should never reach.

That is not an underperformance problem. It is a floating problem. And it is more expensive than underperformance because it is invisible.

Why floating is harder to diagnose than underperformance

An underperforming management layer is visible. You can see it in the numbers, diagnose it, and act on it.

A floating layer looks like hard work. The hours are long. The meetings are full. Everyone appears to be contributing. But underneath all that activity, decisions are not being made at the right level, issues are escalating that should not be, and the work that actually moves the business forward keeps getting displaced by whatever landed on someone's desk that morning.

Motion without direction. It looks like effort and produces the wrong outputs.

The distinction most HR Directors miss

Most organisations look at a management layer working hard and assume the problem is somewhere else. The team is stretched, but they are getting through the work.

Except they are not getting through the right work.

A manager who is floating deals with what hits them. A manager who is swimming knows which three things matter most this week, has the authority to decide on them, and pushes everything else back to where it belongs. They are not working less. They are working with direction. The difference in output is significant.

Why telling people to work smarter does not fix it

The instinct is to address this through communication, prioritisation workshops, or time management training. Those approaches fail for the same reason every content-based fix fails in an operationally noisy environment.

If the current is strong enough, it does not matter how hard you swim. You are still going backwards.

The fix is in the conditions. Which decisions belong where. What meetings actually need to happen. What work each manager is carrying that was never theirs to begin with. Remove that drag and the same people, in the same roles, start leading instead of reacting.

What the shift looks like in practice

At one New Zealand business in 2026, the same managers, same roles, shifted from floating to swimming inside 90 days once the conditions changed.

Four hours a week reclaimed per manager. 40% more decisions made at the right level. 90% of issues that used to escalate resolved peer-to-peer.

Nobody learned anything new. The conditions changed enough for capable people to lead instead of react.

The commercial question

If your management layer is working incredibly hard and the numbers are still not where they should be, the question is not whether they need more development. The question is whether they are swimming or floating.

Because the answer changes everything about where your next investment should go. A floating layer does not need more content. It needs the drag cleared so the capability that is already there can actually show up in the results.
